Emergency Operations Center. The facility designated by local government as the coordination center to mitigate the effects of the emergency. The State Operations Center (SOC) is located at OES headquarters in Sacramento. The State Government may be coordinated by one IF its Regional Emergency Operations Centers (REOC).
